It is always a good time to buy. Like all technology, new cameras are always coming out. Buy technology as needed. Think of the production lost becauses you needed a tech, but you didn't buy.

Get EOS.

I think most of the company has already announced there camera models. My personal preference would be Canon T3i really good one for beginners. The guide provides within the camera is also very helpful. Here is really a nice comparison between different Canon models Canon T3i vs Canon T2i vs Canon 60D

I guess it's time you buy one; however I know you will consider your budget so I guess first you browse online and choose the best. I personally recommend Canon Rebel EOS T2I 18.0 Megapixel.
