I would like to know if there is a hack to allow for a higher video bitrate for the Canon S3 IS or similar models. This model outputs MJPEG video but it is throttled back by the factory to increase recording time, since the memory cards can handle much more bitrate I would like to see an increase to at least 25 mbps, and if it was possible I'd also like to see a hack that could do 24 fps too.
Any ideas how we could get a programmer to write a firmware hack for the above???

I believe this website is your solution
CHDK Wiki
It installs a temp firmware, which adds other functions such as adjusting the bitrate for videos.
