Sony DSC-F717 Won't power up or charge

My aunt asked me to look at her camera and see if I could fix it. It takes a special rechargeable battery, and it won't charge or power up. At first I thought it was the power on button at fault, but then I discovered that the light won't come on when charging. When plugging in the power cable, a light should come on that indicates the battery is charging. But it doesn't come on. Nothing comes on or blinks... it's basically dead. Perhaps a faulty charging cable or battery? I pressed a reset button next to the battery, and a tiny red light blinked. But still nothing.
I hope there is an easy way to fix it, because the camera repair shop quoted her $200 and at that price she may as well buy a new one!
