ij15.dll missing for Vivitar Mini Digital Camera

I just got this vivitar mini digital camerea and I installed everything it told me too but it has an error messages saying ij15.dll missing from my computer. how come it says that when i intalled everything? It should really work. i tried reinstall it won't work, i even tried everything nothing works. i might not get things cheap like that again since I don't know nothing about it at all.
