I have a question regarding e-mail pic as a background.
I want to send out a picture but I only want it viewable as an e-mail. I don't want to allow the picture be saved. Is that possible?

No. Technically, the picture is automatically saved as soon as the user download the email.

okay...yeah...I didn't think so...I know some websites won't let you right-click to get to the save photo feature.

No... You can make it harder by embedding it in flash.

There is always a way around it. See this simple hack:

Only if you wrap it in something like rights management. But thar requires you to be on the same windows domain. Basically reserved for a corporate environment. You can make it so that they cant forward the email, print screen, copy/paste, and save doesn't work. Outside of that. Nope unless you create your code your own viewer and use and encrypted file format.

Why so paranoid about a Christmas picture? Does it contain Top Secret information?

With the MS DRM option, the recipient does not need to be on the same domain. However, they need a valid MSN/Hotmail account. The sender creates the file with the appropriate view permissions and wraps it with DRM using his MSN/Hotmail account and assigns the rights to a second account. The recipient uses the second account to open and view the file.
This will thwart off 90% of users. If they have something like SnagIt or other screen capture software, they can capture it and print from the app.
