The double row of aperture numbers on the originally Nikon mount 17-35 would be to suit the optical aperture display in some models of Nikon. A small prism system transmits an optical image of the selected aperture number to a small window offset from the main viewfinder. In the days before electronic readouts.

When using a program exposure mode on a Nikon camera you must set the lens to the smallest aperture. The aperture lock prevents you from accidently switching from the smallest aperture.
