The 300mm f/4L lens hood does indeed lock. With the hood slid all the way forward, rotate the hood ~1/4 turn, and you will feel it lock into place.

Just tried again . . . still no lock. You must have a newer version of the lens . . . or mine must be broken (I bought it used). Either way, I am glad Canon has this locking lens hood feature on this excellent lens.

Was surfing around and found this site, a good lens write up. Though this is somewhat late, just another thought on your why your lens hood does not lock may be caused if your lens hood wasn't full extended out before rotating the hood to attempt activating the friction type lock. Note the hood will lock in only a counter rotation diretion when looking directly at the objective lens with the camera front facing you.

From the Acronym section of the "CANON EOS FAQ Version 2.4
Date: November 1993, Ultra-low Dispersion (UD) and Fluorite (FL) stand for low dispersion glass.
From the "What is a Canon L-series lens and why is it a big deal?" in the "Canon EOS Beginners� FAQ Version 0.9.5. 10 October 2005 and the "What's so special about Canon "L" lenses?" section from the "CANON EOS LENS FAQ", 'L' stands for "Luxury".
L-lenses will generally contain at least one UD or FL glass element.
