true 16:9 video capture

when a camcorder claims to "capture true 16:9 video", is it true wide-screen or they just sort of block off the top and bottom? I think some camcorders used to do that.

Usually, it is a true wide-screen with a 16:9 sensor. Or a non-16:9 sensor that has an 16:9 aspect ratio when recording.

all cameras record in 16:9, the human eye sees in 16:9. Its just that when the video is processed the sides are chopped.
