Remote Web Cam on a Canoe

Is it possible to have a setup where, say, you have a camera (water proof?) on a canoe that is transmitting images to a land based computer, plus the person on the canoe can speak to the person in front of the computer?

That depends on your constraints. If you can have a laptop on the Canoe and a laptop on land and both laptops have Internet connection (tethered to cell phones or high speed Internet cards), then it would be easy to set this up.

Another possibility if the canoe doesn't go too far from shore is to set up a wireless access point on shore to provide wireless LAN access for the canoe.
